OTTAWA — When Prime Minister Stephen Harper lands in Mexico next week, he will likely smile broadly and appear chummy as he meets with his North American counterparts: U.S. President Barack Obama and Mexican President Enrique Pena Nieto.

But relations between Canada and two of its key trading partners are more complicated than the handshake photographs will show. There is the ongoing saga of the Keystone XL pipeline project that has frustrated Harper, and an ongoing visa dispute with Mexico that has angered the Mexican government.

Those issues, alongside trade negotiations with other countries, will all be raised at the so-called Three Amigos summit that officially takes place Wednesday in Toluca, Mexico,  Pena Nieto’s hometown. By: Kathleen Lord-Black, US Immigration Lawyer

It began with a complaint from a disgruntled employee.  An employee of Infosys, a billion-dollar East Indian IT company, blew the whistle on the company’s misuse of B-1 visitor’s visas, leading to an audit of the company’s I-9 files by the U.S. Department of Justice and the U.S. Department of Homeland Security.

Various companies have paid one million dollars or more in fines because of immigration violations.  The recent Infosys $34 million settlement is the largest settlement yet, and serves as a warning to potential employers to be certain that they are using visa properly, and are keeping accurate and updated records and files.

This article will discuss the proper use of the B-1 business visitor visa, as well as permissible business activities under NAFTA.
